Hi Jay.
What I heard about 30K figure is back in May 2009 when on one of the
official RS podcasts Cisco said there was a lack of CCIEs worldwide by
roughly 30 000 certified individuals (meaning extra to those existing
ones) and that would be Cisco's aim to increase numbers whilst keeping
exam integrity.
