What I would recommend is first taking a look at some of the blog posts on
OER from ipexpert and ine. They give a very good introduction to the
subject. Then do some OER labs from a vendor. After that, perhaps do a bit
of reading from the doccd.
In my opinion, it's not worth getting a book for (if there is a book).
While the topic itself is huge, you don't need to know much more than the
basics (unless things have changed).

Ruhann's R&S handbook also has a very good section on OER.
