dynamic routing scenario - prefer one path over the other after

Hello Experts,
 
I have the following scenario.
 
1) CE1 connecting to PE1 via
BGP - Primary wan connectivity
2) IPVPN R1 connection to remote IPVPN
router (DMVPN) EIGRP 200 is used--This is a backup for wan connectivity
3) CE1
and IPVPN R1 are doing HSRP -----
4) CE1 and R1 are connecting to a VSS Switch
which is being used as the default gateway for the reast of the local network.
     They will all use EIGRP 100 as the routing protocol.
 
I was thinking of
doing the following:
 
1)Redistribute EBGP into EIGRP 100
2)Redistribute
EIGRP 200 into EIGRP 100
 
Routes from both remote locations would have equal
cost paths (Admin Distance 170)
In order to prefer the CE to PE path I was
thinking of messing around with the delay on the CE router for EIGRP.
 
Any
thoughts/advise/examples on the best practice to advertise the routes from the
primary as prefered would be greatly appreciated.
