Rather broad strokes, but NPS required a policy to be applied in two locations (can't remember off the top of my head), whereas IAS only required a single policy. I'm assuming you're using PEAP, there is a good document on PEAP for IAS which should get you close enough using NPS.

Do you have a specific question? Works like a champ where I'm at. I use ACS though. My IE-Wifi friend prefers Windows Radius though.
