Just i need R1 to establish the neighborship with R2 and R3
and don't allow R2 and R2 to establish any OSPF Neighborship

Hi,you need to review this 1.-Same Ttimers 2.-Same Mtu
3.-Same Area. 4.-authentication 5.-Stub flags
6.-OSTP network type 7.-network mask
And also mutlicast, filters because you are using multicast at broadcast media. Obviously, you have checked tcp connectivity, did you?
