You can do it several ways.
a) r2 and r3 point-to-point (2 host only permitted to establish neis),
adjust timers.
    R1, point-to-multipoint, adjust timers.
That one, don't allow to R2 and R3 establish new peerings. Probably the
prefered.
b)non broadcast at all roueters. Establish manually the neighbors using nei
command. So no one is allowed to selfestablish the peering.

Any additional restriction in place?
