could you filter based on the MAC:

Well-Known MAC Addresses

ISH packets are sent out to all IS-IS-enabled interfaces. On LANs they
are sent out periodically, destined to a special multicast address.
Routers will become neighbors when they see themselves in their
neighbor's hello packets and link authentication information matches.

On LANs, IS-IS PDUs are forwarded to the following well-known MAC addresses:

AllL1ISs 01-80-C2-00-00-14The multidestination address "All Level 1
Intermediate Systems"

AllL2ISs 01-80-C2-00-00-15The multidestination address "All Level 2
Intermediate Systems"

AllIntermediateSystems 09-00-2B-00-00-05The multidestination address
"All Intermediate Systems" used by ISO 9542

AllEndSystems 09-00-2B-00-00-04The multidestination address "All End
Systems" used by ISO 9542
