Yes, it's actually a new IPS like security feature in the ASR - EDPS (Evil Device Prevention System). The router can sense evil in your network and sniffs out the evil device. It then sends a Cisco proprietary anti-evil protocol string (AEP) to the device, which continually reboots it. I'm sorry to tell you, but your switch must be evil, and therefore has to be destroyed.
You should call Cisco TAC and verify...please make sure you mention that you think the device is evil, and that you think the device is using AEP to reboot it.
