I certainly have seen it be a cost issue as well as fiber cables. Almost always it is due to someone getting the wrong count or not getting them in the budget initially. As we see just by the question - sfps are more of a commodity item than 6509s.

I guess if I was building a home lab and it had to be on the cheap I
would deviate from Cisco. But I've never had a customer come to me and
say "Hey, On my 75K 6509 can you skimp on the SFPs?" I just don't see
the logic in a prod environment. But I'm not saying it's wrong. I just
don't see it.
Now, there is nothing more fun than unwrapping your new 6509 with 4 or 5
line cards and a few hundred SFPs and having to unwrap EACH and EVERY
ONE because Cisco has no concept of bulk packaging. Thank God for junior
staff....
