not sure but my thought is maybe this is a limitation of the ipv6
implementation of ospfv3, or this might be a move from using and relying on
built in ospf timers for such mechanisms as BFD...

ipv6 ospf dead-interval
http://www.cisco.com/en/US/docs/ios/ipv6/command/reference/ipv6_08.html#wp2228142
15.1(3)S This command was introduced:
ospfv3 dead-interval
http://www.cisco.com/en/US/docs/ios/ipv6/command/reference/ipv6_10.html#wp2651739

BFD vs ospf timers:
http://forums.juniper.net/t5/Routing/BFD-vs-Lower-hello-interval-and-dead-interval-for-OSPF/td-p/33676

"Fast OSPF neighbor loss detection configured with *ip ospf dead-interval
minimum* interface configuration command or BFD-assisted neighbor loss
detection."
