2511 Terminal Server not working?

Hi all,

My 2511 finally arrived and I am working on configuring it, which is pretty
straightforward, however I am not able to reverse telnet to a console port.
When I try I get the following error:

Router#CORE02
> Trying CORE02 (10.0.0.1, 2001)...
> % Connection refused by remote host
> Router#

Any ideas? Could this be cabling?
