I like that she listed Debian first in the distro's and brought up my fond memories of PINE. Never really got down with Mutt. Couldn't agree more on the *nix knowledge, emacs or VI though?
As for the NMS
Free: Nagios (and other free NMS that are built on Nagios), Zabbix, OpenNMS, Cacti+thold
Windows: Solarwinds, prtg (never used it, but people like it) - Solarwinds is part of the Smart Business Architecture in Cisco FTIW. I wouldn't call it ISP grade by any means, it's product positioning is SMB - Midmarket
Enterprise: HPOV

Back on the NMS topic, a lot depends on what you're trying to do, e.g.
what types of systems you want to monitor, how you want to monitor them, what information you want to collect, and how you want to present it.
Splunk+Zabbix are pretty good for monitoring servers. Zabbix can be
more of a pain for monitoring SNMP-only kit, if you have to make up your own templates.
HP has some pretty good stuff if you've got the $$. I'm hearing good things about IMC.
