You can use IOS
IOS supports generation of traffic with IP SLA, you can specify ToS 184
(EF), along with codec stuff like g729a.
Or even simpler, just extended ping with different ToS values to do quick
testing.
The builtin tools of IOS has helped me with my QoS studies.
