NBAR on Layer 2 switches

I want to use NBAR for QoS classifiction.. however.....

Is NBAR only supported on Layer 3 switches and routers? I have a 2960 switch
which doesnt support NBAR (Network based application recocognition). Is this
a IOS limitation or a product limitation ?

What switches can support NBAR...
