You can not. To be enabled, you have to become a learning partner.
Then, whoever teaches the class has to pass an instructor exam
becoming a CCSI. Then you can buy the kits at the learning store...
Legal way to do what you want is for you to prepare your own material.
You can base it on cisco.com public material. You may be surprised
but much of the kit contents are based on SRNDs and cisco white papers.
