If you don't want to use a 2509 or 2511, there are NM-16A and NM-32A modules that go into any router that supports a network module, e.g. 2600s, 2800s, 3600s, 3700s, etc. You can usually pick them up used for about $200 USD:

Subject: What to use for terminal server nowadays?

Hi there,

I am planing on using a terminal server for my routers and switches and am wondering what router could I use for that today? 2611? Other question that I have is, will it work on equipment with no auxiliary port, only console?
