2811 512MB flash

I have 2811 routers with 512 flash. I can not get the router to boot to the
512 flash. I found a Cisco doc that states 2800 can use 64, 128, 256. I
tried to partition the 512 into 2 equally sized partition both with the IOS
on it, but still it will not boot. Can 2811 use 512 flash? Is there a way I
can make it work?

from rommon i receive the following error

program load complete, entry point: 0x8000f000, size: 0xcb80
open(): Open Error = -66
boot: cannot open "flash:"
