The problem with that is it makes the exams less accessible. Some people
already have to travel for hours to reach a Pearson test center, making
them only testable out of major offices imposes an additional travel
burden for the candidates. It's also not likely to be feasible, since
Cisco is in the middle of cutting costs, and I'll bet some location
closings go along with that.

It would certainly go a long way towards reducing the cheating, however,
which would be nice. And I personally wouldn't mind it, seeing as how I
live less than 3 miles from what used to be Scientific Atlanta.
