Yes I understand that cost is probably irrelevant. I just wanted to know if
this was normal or 'expected' behaviour.

Loopbacks usually live only on one router, so cost is irrelevant.
(unless you are doing anycasting, then it does not matter what the cost
is as long as it is the same everywhere).
Whoever did the coding knew this, and saved some lines ?
