QoS main goal is to manage congestion at different places for
"important" traffic to have some service level.
If you don't have QoS at a transit node, congestion there
will be unmanaged in the aforementioned sense. No chain is stronger
than its weakest link.
Nevertheless, if you have strong indication that congestion will not
happen there, QoS in the rest of the path could still be effective.
