In the context of MPLS/VPN, the global routing table can be defined as
the table that contains any route other than the VPN routes. These will
typically include the Internet routes. Ok, global key word on the PE,
this is the method used to allow the PE router to resolve the next-hop
address for the Internet gateway from within the VRF within the static
default route configuration.
So the global key word at the end of your configuration specifies that
the next-hop address of the static route is resolved within the global
routing table, not within the VRF.
Part 2 of your question just means you're enabling NAT (of the inside
source address) within the VRF.
