Eigrp SOO

Hi fellows,

Sorry for my basic question, I was reading about Eigrp SOO . And they say
that When we configure same SOO on all the PE routers, there will be no
re-routing of traffic in the MPLS cloud if the back up link fails. I cant
understand the point

And also they say about the point Count to Infinity. Can anyone explain me
about Count to Infinity in Eigrp SOO.
