Local Preference with Communities

Dear all

Hope you all are doing great .I have one ambiguity hope you guys will help me
to resolve it out .I have route 192.168.100.0/24 on my two router R1 and R2
and they belong to different sub-As
.Connected with another R5 which also belongs to another Sub-AS .All of them
have EBGP Peering(Confederation)

I need R5 to receive route 192.168.100.0/24 from R1 and not from R2 using
local preference and also set Community string no-export on both R1 and R2

i m confusing if no-export is set on both R1 and R2 . How R1 able to send
its route 192.168.100.0/24 to another Ebgp peer like R5
