I think that the problem is with overlapping.
LDP bases it's LIB on RIB. RIB permits having two same prefixes. But
LDP relays on IGP shortes path and that's why ( I belive ) it chooses
only one prefix from multiple. So, probably, LDP is based on the FIB,
not the RIB.
Well, overlapping is the only reason, I got it. That's why we are
using second label, to hide overlapping prefixes from LDP.
