VRF (a logically separate routing and forwarding instance on a single
device) must have a unique RD on the router. That means that no two
VRFs can share the RD, nor can a VRF have more than one RD assigned.
If you are referring to L3VPN consisting of multiple sites, then
different VRFs on different routers comprising this VPN can all have
different RDs and communicate with each other.
