Too bad it doesn't work...

Every try it with voip in a production network... sudden unexplained poor audio quality and rtp packet delay

Not true for some time now.
ASA 7.2(4) supports shaping, and ever since.
Researching this I found some info that contradicts what I have learned before. It seems you can mix shaping and priority. That would make for a valid use case.
