Cisco documents are good, but not perfect.
And functionality changes along the time.
This two combined makes it very difficult to be 100% sure about anything.
Case in point, your quoted paragraph says:
... This command prevents...sending or receiving BPDUs.
and then:
If a BPDU is received...
How can it receive a BPDU if the command is filtering them ?
I would assume it filters the sending only.
