The frame-relay map command has nothing to do with routing protocols. As you
know frame relay is a non broadcast protocol but we can simulate broadcast
behavior. The broadcast keyword in a frame-relay map statement simulates a
broadcast by sending replicated unicast down the DLCI. It doesn't even
matter if you enable broadcast on the global IPv6 address or the link local
address, if just one statement has the broadcast then the DLCI is fine to
go.

In IPv6 the link local address is used as next-hop for routing protocols.
If you run OSPFv3 in broadcast mode and enable broadcast on the DLCI then
you will be fine but if you run in non broadcast then we are not allowed to
run broadcast and this means that we must specify the neighbor on the other
side since how else will the routing protocol know what's on the other side?

Running a debug ipv6 packet and debug frame-relay will show you lots of
