That concept doesn't apply for 5.x +. It does apply for Unity and Unity Connection. But, even for CUWL or UCL, there are still units that are applied based on the PAK license. If you want the number of seats, it should be roughly Seats = 1/4 DLU's.

LIC-CM7.1-7845. This is the server license that allows devices to attach to pub/sub. DLU's are needed for the clients and this is needed for the pub/sub and has to be activated if you want any phones to register. I guess it could be equivalent to a CAL in MS terms. I am not sure if Cisco has invented it but soon there will be a need for a Cisco Certified License Professorial as it has gotten way out of hand.
