I can almost gaurantee you, this is not your issue.
You've one hub and one spoke and these parameter you've mentioned make no
difference!
only when it's Spoke2spoke communication then these parameters triggers!

Just labbed it up.

U might be hitting some kind of bug, check your IOS version with bugtoolkit.
