RE: EIGRP Flapping using DMVPN/GRE.

EIGRP can only use 50% of the configured bandwidth, which by default is
9kbps. So if real traffic goes above 9Kbps none is available for EIGRP.
Spokes aren't configured as eigrp stubs, so when one route changes, they
need to be queried to see if they know how to get to the lost route.
