For some - refreshing on the latest CCNP materials is going to be an
excellent way to gain the foundational skills needed for success - so I
think the answer for some is going to be a resounding YES.
But as Narbik has indicated below - the key is FOR SOME students this course
and exam could be necessary. If you are very far along in your prep, going
directly to trusted vendor TS materials makes more sense. Just be sure to
see samples and ensure those samples hammer on particular strategies for
success.
I think any issues with the TSHOOT exam specifically are twofold - number 1
you are restricted in the simulation to the commands that you can run, and
number 2, while the scope is pretty decent, it will not be the full scope of
tickets one can expect in R&S.
If you are interested in checking out a video I created on this question
over at the CLN - watch the following, and keep in mind that I was targeting
the lower level cert holders with the response:

Go to borders and have a look at the Cisco press book for Tshoot, and you
should be able to decide if it's going to help or not.
