Scott's advice is right on as always. I might also add that being able to
localize the likely causes stems from knowing the technologies. Just
understanding how to configure something is not enough. You need to know why
it is configured and how this technology can effect other items to recognize
symptoms of when it is broken quickly.
When doing your configuration labs, take time to run debugs and learn what
things look like for a technology when it is working as expected. this will
help you to more quickly see when something is out of whack as well as
giving you an extra warm / fuzzy in the configuration section.
