You can, but I wouldn't count on its reliability. Check out t.37/t.38 fax gateway. http://www.cisco.com/en/US/docs/ios/12_1t/12_1t5/feature/guide/dtfaxrly.html

I've used in a CME configuration and works most of the time. You'll have better luck if you configure individual phone numbers for the on-ramp.
