Your bank should. When you set up your wire transfer, just tell them
the currency you want it in.
While USD is the default for me, in the past I've been able to send out
wire transfers in other currency amounts merely by specifying to the
bank how I wanted it done.
Your exchange rate (in theory) should be good at a bank-to-bank level,
but what surcharge your bank puts on that is entirely up to them.
