My understating of this is, in case of an interface through which multiple tunnels with qos pass, for the router to properly apply the qos to the correct flow, it classifies the traffic before it's put in the tunnel. This way, the correct qos is applied to the different flows passing through the same interface.
This mainly applies to traffic passing through tunnels.
Please correct me if wrong.
