Something doesn't add up in the configs you posted. Is SW3's Fa0/21
interface acting as a switchport or a routed interface? At first
you're saying you have an "ip address dhcp" statement on it, then
you're saying you've got it in "switchport mode access".

Is SW3's layer 3 interface the physical port (Fa0/21) or an SVI
(Vlan90)? Where is your "ip address" statement applied?
