Voice gateway interact with PBX

Hi experts,

I have a PBX with an E1 interface connected to the PSTN, I want to add a
Voice gateway in between

PSTN==E1 VOICE Router E1 == PBX, I want this voice router to play a message
that he must call from a known number then drop his call.

I am ready to pay for that if someone can take me to the exact solution.
