Put the important protocols/applications in a class map, then tie that into a policy map, guarantee it a certain amount of bandwidth then apply that as a service policy on the outgoing interface

Traffic that doesn't match will fall into the default queue which if the "important" traffic isn't getting serviced can burst.

Or you could just limit FTP/WWW etc
