You can not use different policy per dlci on multipoint sub or physical if without map class. Also without map class it is not possible to use frf.12 for example.

One quick question. What is the difference between

1. service policy being applied to a frame-relay sub-interface

int se 0/0.1 point-to-point
service policy <x>

2. frame-relay map-class being applied to the DLCI in the same sub-interface

int se 0/0.1 point-to-point
frame-relay interface-dlci 1
class <y>

Can someone throw some light on the above two scenarios ?
