Traceroute with !N !N !N

Dear Group,

I have a traceroute and the first hop is a 'network unreachable'. what can i
suspect of the next-hop router?

router#trace ip 1.2.3.4 so lo1

Type escape sequence to abort.

Tracing the route to 1.2.3.4

  1 192.168.1.1 !N !N !N
