Rate-limit

Hi experts,
Just a small simple question on how to use values of rate-limit:
I was wondering, how can we use values of rate-limit: normal burst and excess
bust
if I want to limit some traffic, how can i calculate these values? How should
I choose these values?

rate-limit input access-group 101 2200000 4000 4000
