Check out 'show voice dsp group all'
This will list the DSPs and what is being used on each. Each 16 is 1 DSP,
and conferencing takes up an entire DSP whether a conference is going on or
not. Like mentioned, you've likely got a T1/E1 that's eating partially
through the 2nd DSP.
There shouldn't be a difference between 2801/2811/2901/2911/etc.
