The PVDMs are DSPs. The 2-16 is actually one DSP, the 2-48 has 3 of them.
Now, DSPs are processors that run a program that is loaded at
initialization time. The program is specific for one task, but
there are a few: termination, conference, x-coding.

The problem you are facing is that you are using, I would bet, 2 DSPs
for termination (you have 24 or 30 B channels at the box ?).
So if you only have 2 DSPs (2xPVDM2-16) then both are loaded with
termination code and you have no free DSP for conferencing.

On the other hand, if you have a PVDM2-48, you still have a free
DSP for conference or xcoding. (But not both!)
