Just got my copy of the IP Journal yesterday and the "Fragments"
section has a blip on this. Evidently IANA is down to the final 12 /
8s that they can allocate to the RIRs. According to the blip, the
final five /8s will be simultaneously allocated, one to each RIR.
Thus, only seven /8s remain for allocation under the normal process.
All of this is projected to be completed "in early 2011."

No mention was made of how long the RIRs themselves would then have
IPv4 space to allocate down the distribution tree.
