shape average vs shape peak

Dear *,

I understand the difference between shape average and peak where In
Shape average the output bandwidth is CIR=Bc/Tc and in shape peak the
output bandwidth is PIR=(1+Be/Bc)*CIR. Now from the configuration
point of view if the ISP guarantees a certain rate lets say 1MB and
allows certain burst upto 3mb so here shall we use shape average or
shape peak?
