Clock rate has to be agreed on even on async. It's clock phase what is
different.

Not really. There is clock rate for async too. Async is only used
for modem and console low speed access, and rate is configured with
"speed" verb under line configuration.

The "clock rate" verb for sync mode is used to provide the clocking.
Clocking is a function of the DCE equipment (modems) but can be played
by the routers usually in back to back setups. There is no cisco
configuration to switch to DCE mode, it's done "smartly" by keyed
cables.
