How to Filter BSR Messages without the IP PIM BSR Command !!

Hey Everyone,
Can anyone explain how to filter the BSR messages on the interface.
I have 2 ASBR's and both of them do not want to leak their Internal AS RP
Information to the other AS

One way of doing that is applying IP PIM BSR-BORDER command on the inbound
interface, but what if I am restricted to do that and to gain the same result
from the use of an ACL.
I have tried denying the Multicast group 224.0.1.40 traffic inbound on the
inter-as link but no luck, infact I dont find any hits on the interface for
the group.

I am runinning PIM sparse mode on the Inter-AS link, but I cannot filter the
BSR messages between the AS's.

Can someone please help ??
