SecureCRT hands down. Worth the money. Plus, they have a Debian flavor in
beta that is very solid.

TeraTerm is free, and it can drive a COM (serial) port.
Putty can do that to. Tera does support some serial xfer protocols
that sometimes are useful for serial, don't know about putty.
