You can just think of it as a long patch cable that runs over FR, Serial,
PPP, SONET, Ethernet, etc. It can connect 2 endpoints that do not speak
"whats running in the middle" (of the SP's network) or it can speak whats
running in the middle, but you choose not to see all of it as L3 getting to
the other endpoint. As Brad said, that's it in a nutshell. L2tpv3 has alot
more involved and alot more you can do with it.
